The City of Toronto has received Official Plan and Zoning By-law Amendment applications as well as Site Plan and Condominium Approval applications for a portion of the property located at 31 Finch Avenue East plus 32, 36 and 38 Olive Avenue to the south. The proposed development on this assembly in the North York Centre area of Willowdale is a 28-storey residential building containing 360 units. The building is being developed by Capital Developments and designed by the architects at IBI Group.




The site is immediately surrounded by high-rise residential as well as retail uses along the Yonge Street corridor. Aside from the high-density development node along Yonge Street, the nearby neighbourhoods are quiet, low-density residential areas consisting of largely single detached homes. The property at 31 Finch Avenue East is currently home to a low-rise Bell telecommunications facility, with an unused portion of the 0.51 hectare site having high development potential, given the surrounding context of high rise residential buildings in a key growth area. The proposed tower fronts on Olive Avenue, while the existing Bell facility fronting on Finch would be retained.






The site is located near the intersection of Finch Avenue and Yonge Street in North York Centre. North York Centre is a high density downtown area on a regionally significant mixed-use corridor. The proposed building is located a short two minute walk from the Finch Subway Station and its bus terminal, providing connections to a range of local and regional transit options, including TTC, GO Transit, York Region Transit, as well as Brampton Transit bus routes.

The proposed building has 22,830m² of residential GFA and a density of 5.32 FSI. The building has 1,087m² of amenity space proposed, of which 544m² would be indoor and 543m²??????? would be outdoor.




Of the 360 residential units, the mix includes 140 one-bedrooms (39%), 101 one-bedroom-plus-dens (28%), 82 two-bedrooms (23%), 36 three-bedrooms (10%), and one two-bedroom-plus-den unit. 124 vehicular parking spaces are proposed in a three level underground garage accessible from a driveway at the north end of the site. 271 bicycle parking spaces are also proposed in the garage.



The ground level of the building includes a lobby and lounge, as well as a mailroom, amenity space, and other facilities. The proposal includes four residential units in the form of two storey townhouses with private patios fronting on Olive Avenue.
